In case of concrete wall you may have to use special cutters to cut through the concrete wall or in case of bricks be intelligent and break along the lining of bricks so that you can fill the gaps with mortar and have your safe permanently installed. In case of concrete also, use Plaster of Paris or cement paste to fix the safe to the wall perfectly and permanently. Make sure that your fire safe is not visible at first glance because it is important not to let your safe visible to outsiders which makes it more vulnerable to burglary and stealing.
